In 2004, three Victorian community sector organisations (CSOs) discovered that they shared similar issues - inconsistent systems, patchy reliability, and unwanted support loads on internal staff. They decided to create an Information and Communications Technology (ICT) service that focused on the community sector, and understood the sector's specific needs and requirements.
 

In 2005 the ICT Centre was setup as an initiative of the Victorian government's Community Sector Investment Fund (CSIF). The Centre is a network of Victorian community sector organisations (CSOs) focused on providing reliable and cost-effective Information and Communications Technology.
 

The ICT Centre is overseen by a steering committee. The steering committee is made up of the CEOs of up to five members and the CEO of the service provider.
